The pigmentation may not be from the treatment as you need to find out whether your client has been in the sun without sun protection after these treatments. Also, the type of products she/he has been using as well as her/his lifestyle. So it does not necessarily mean it was the fraxel treatments that gave her/him pigmentation.
With the damage, as I do not know how severe they are, unfortunately I'm unable to tell you if they are permanent. You can assess the skin to see if the pigmentation is passive or inflammatory, this will give you an idea of how to treat them. Please remember you will need to consider the client's skin according to the Fitzpatrick scale. Obviously the darker the skin, the longer it will take for you to treat.
We always recommend having our enzyme therapy masques after any treatment. This will help the healing process by increasing the circulation and lymphatic system. Hence this will help prevent complications after any treatment.
I would also recommend using 'melanoplex drops' in treatments. This helps to inhibit pigmentation from forming on the skin. For home use, I would prescribe 'super bright' to be used at night. This product has pigmentation inhibiting properties as well as brightening and lightening of the skin.
Please note these recommendations are based on what you have provided me but you will need to assess the skin to determine whether these products will be suitable for your client.
